It's a reaction against the "you're either with us or against us" rhetoric. In some cases it's about not wanting to take a side, for fear of backing the wrong horse and general backlash from proponents of both sides; in other cases it's just about attempting to compromise between the extremes, while ironically creating a new extreme in your ill-defined position. In Joe's case it's just that he knows he'll be harassed either way if he picks a team so he's being a vague little bitch about it.

Basically, Joe says he's only neutral to the hashtag, but in support of the goals. From a corruption vs anti-corruption standpoint, he's anti-corruption. So he claims, that is.
