Ah, this is the same as those so-called "kinship" laws, where as if someone commits a crime they force their whole family to accept the punishment. Pretty much a joke if they expect anyone to actually care or follow it since the terrorists probably consider their family filthy infidels- especially if they aren't residents of Russia and create an attack within it's borders (not that they probably care otherwise as well). It may resonate with some of the electorate but it really does nothing to prevent any attacks.
My initial thought is "Oh good, just before a Muzzie blows himself up he can think of how his dear old Mum and Dad's gonna be hounded for money they don't have." Then the paranoid, distrustful side of me says: "But they're Russians. This sounds too good to be true." Then I saw the RT and thought "Yeah. Definitely too good to be true."
From what I remember reading during that whole Cheznian hostage thing at the theater, this was the unofficial policy of the Russia government already. This just makes it official policy.
How about they're buried with... their families? To be honest, the best way to prevent terrorism is to organise pogroms. The Jews were well behaved while they had pogroms hanging over their heads. The demographic dynamic of terrorists will simply change.
