Well, Fraud (or whatever the equivalent is where Oneidus lives) would only happen if he actually collected money from a class action he wasn't part of. Most states only have one agency to investigate - The Attorney General's office. class actions, depending on who is involved/parties involved, is always going to be a federal case. The feds would have to look at it if the AG's office didn't take it. At the very least if you know of what class action he was trying to scam, you can google what firm is representing the plaintiffs and try to arrange something.
