I know they don't exist, except for that one toy Pokeball they had at McDonald's a long time ago that suffocated a little bitch. Are you sure it's a joke account? I've met people that dumb before.
I looked deeper into the account and it's either an 8 year old or some bored joker. The account has some very generic art. The Mudkips sketch is very rushed and was probably done to make the person blend in better. The Sonic OC is generic for, well Sonic OC standards. The No Homoz badge gives it away the most.
