Protip: Blind hate is as bad as blind fanboyism. It makes you jump the reverse white knight bandwagon. I hate Naruto and Bleach too and I can appreacite the fact that this person draws awesomely: The characters are done with a lot of charm, dynamism, clean technique, etc. and you should check Chira-Chira's complete gallery, besides her fanart her original works are really well done and her comic Sfeer Theory is highly recommended. Her strong point in my opinion is character design. She is not your tipical O.C. happy-spammer deviant and every character seems to be carefully designed. Probably the main reason for her success in this area is the fact that she is not desperate to make the character super-special looking and is not afraid of giving them facial features that may make them less attractive, like big noses and full cheeks (when was the last time you saw an author plays with so many options of facial features? For the record, it isn't blind hate. That stuff just was just legitimately terrible, regardless of the subject matter. I'm still not impressed.
Naruto and Bleach are awful series and I can't blame you, besides it doesn't help that the Phoenix dude labeled her as a ONLY WORTH ARTIST OF GAY MANGA BANDWAGONER without showing her non fan-art work. (Seriously, do you expect that you will give the artist a good reputation by saying that? The hell are you thinking.) But disliking the artist as a whole without looking her other works is just dumb.

What's the difference between the first one (vector as you call it) and cell shading? That looks cell shaded to me. The second one is nice because of the colour choices and little to no lines.

AH is a good cover artist. That's true. But that's all he does. He doesn't draw comics. He only does eyecandy, one page, for DC covers. That's that. Yet he's kinda bigheaded with USI. No difference from other dA tittymasters like REIQ, Genzoman, Khalitzburg etc.
