Most modern democracies are divided into the designers of laws, the interpreters of laws and the enforcers of laws. In fact most governments are divided this way. (For no other reason than because the face of government being unqualified to actually run the government.) The balance of power between the three is naturally lopsided in favour of the enforcer of laws since they're the only ones who've got the means to exercise power. With that in mind, the entire judicial branch (both local and national) in the United States is under the control of the national executive branch via the Supreme Court and the local executive/legislative branches are under the control of the Supreme Court via their theoretical (yet widely practised) ability to overrule decisions made by local executive/legislative branches, including referendums. That only leaves the national legislative branch with any sort of autonomy. Oh, wait, I forgot that the national executive in the US has the ability to veto anything put forth by the legislative branch. And on top of it all, the national executive is in charge of the national military, the national police and the national secret police. Not to mention the "partnerships" that have formed between the national and local militaries, between the national and local police and between the national secret police and... everything.
