No no, it's saying corporations are franchises of nations, like how a locally owned mcdonalds is a franchise of a larger firm. Our nation is not owned by Corporations, our government creates and owns them to do the economic dirty work our gov can't and thus generate massive taxes while draining the resources away from communities at home and abroad.
